If you do not ally with the Assembly (CORE), you should get a option to choose Carminia if you go to the shrine. I think Huang is Neutral, 'Burn the planet' is Carminia and House Sina would be CORE.

According to the devs, it is possible to change who will be on wich 'Team' (Core, Carmina, Neither) during the final mission, based on the choices you make in the campaign.
